Rachel is the best. I've been paying for expensive cuts for years but was in a hurry one day and she did an amazing job. My daughter and I both have short hair, so the cuts aren't easy but she nails it every time. Being chatty is not her forte but I'm not sure how that has anything to do with cutting good hair. She's a rad chick who cuts great hair, hard to find!
