Full disclosure: we read the reviews before arriving and thought everyone else was being sensitive complainers. We usually stay in the cheapest accommodation we can find and have never had any issues.
The arrival: The walk to the hotel from the public transport was scary. Large groups of homeless people and a fair number of scary loiterers. They were there all night.
Inside the hotel: Because it looks so scary we decided to check the room before staying. The guy working there was a doll and didn't give us a hard time about it at all. There was a blood stain on our bed...but we were tired and couldn't find another place to stay close-by or within our budget so the receptionist changed our room to one with a clean (?) bed.
Inside the room: It was small, but we were happy to find it had a heavy plastic covering over the mattress and there was a sink in the room. No AC...but a wide open window to an ally. No toilet in the room, but one toilet and one shower per gender per floor. The bathrooms were filthy.
Other patrons: A colorful bunch. On our first night our next door neighbors stayed up all night yelling and making strange noises. We saw a mouse running down the hallway, and we could only feel pity for his misfortune on living there.
Employees: very nice.
Internet: only works next to reception.
Cost: It was the cheapest in the city at the time we booked. The second cheapest was twice the cost.
Summary: It was the worst hotel I have ever stayed in by a huge margin. It is actually a really good memory now. You are in for a memorable time and some type 2 fun.
